Public Service Reform

Improving the way that governments operate and deliver services to their citizens is a core part of our governance and institutional development work. We seek to strengthen the capacity of public service institutions to make effective policies, deliver sound administration and be held to account by their citizens. Examples of LDP's public service reform work include:

  • Reviewing and developing public service reforms in Tanzania, Uganda, Malawi, Zambia, Rwanda, and Ghana
  • Undertaking several assignments relating to performance improvement in the Public and Judicial Services in Uganda, including assisting the Government develop their Public Service Reform Strategy, incorporating performance management and work process reforms, financial management reform, restructuring, decentralisation, divestiture and pay reform 
  • Assessing the impact of interventions (payment of 'hardship allowance') on the attraction and retention of public officers in "hard-to-reach" areas within the education and health sectors in Uganda

Example of LDP's Public Service Reform Work

Indonesia Rightsizing - LDP carried out a consultancy to develop policies and mechanisms for right-sizing in the Indonesian Government Administration and to prepare a plan for a pilot implementation in the Ministry of Finance. LDP's inputs were used as part of the Government of Indonesia Bureaucracy Reform programme, to assist in the design of appropriate right-sizing policies, mechanisms and plans.

Education service delivery in Rwanda - LDP designed a comprehensive education sector-wide approach (SWAp) and associated sector budget support (SBS ) mechanism in Rwanda, that addressed fundamental issues of public sector management and funding of education services, and led directly to substantially increased funding to the sector, and improvements in school attendance, completion and achievement rates.
