Security and Justice

Our key area of expertise is the development and implementation of Security and Justice Reform programmes which –

• are linked to Poverty Reduction Strategy Papers and Medium Term Expenditure Frameworks;
• enhance justice for poor people, especially those in post conflict situations;
• embrace both formal and informal / community based justice systems;
• include strategies for  private sector development focusing on promoting the enabling environment, better regulation and commercial justice; and
• strengthen governance systems at national and local levels.

The specific competencies we offer include –

• Participatory project and program design and implementation;
• Development of monitoring and evaluation frameworks and systems;
• Design and implementation of institutional arrangements for Financial planning, including developing costed, prioritized, and sequenced workplans;
• Human resource development; and
• Legislative drafting.

LDP has been at the forefront of the design, development and implementation of justice sector reform programs. Building on our founder director Clare Manuel’s pioneering work in supporting the Government of Uganda to develop their justice sector reform program (the Justice Law & Order Sector, widely seen as a highly successful program which has now entered its second phase), LDP has subsequently supported justice sector reform program development in Kenya, Guyana, Malawi, Sierra Leone and Rwanda. We are acknowledged leaders in thinking on Justice Sector reform, having developed for Danida (Danish Aid) a “How To Note” on support for justice sector reform for their advisers worldwide, and undertaken for DFID a review of the UK’s worldwide justice programs.
